Fla. Stat. § 88.345
If this state is acting either as a rendering or a registering state, the department shall represent the petitioner only in cases certified pursuant to Title IV-D of the Social Security Act in proceedings under this part. In non-IV-D cases, the petitioner shall be represented by himself or herself or by private counsel.
