Each community college district which participates in the state appropriations for the Community College Program Fund shall provide evidence of its effort to maintain an adequate community college program which shall:

1. (1) Meet the minimum standards prescribed by the State Board of Education in accordance with s. 1001.02(9).
2. (2) Effectively fulfill the mission of the community colleges in accordance with s. 1004.65
