The powers conferred by this part shall be in addition to and supplemental to, and the limitations imposed by this part shall not affect, the powers conferred by any other law, general or special, and revenue certificates may be issued hereunder without any referendum, notwithstanding the provisions of any other such law and without regard to the procedure required by any other such law. Insofar as the provisions of this part are inconsistent with the provisions of any other law, general or special, the provisions of this part shall be controlling.
