It is the intent of the Legislature to:

1. (1) Provide a statewide criminal analysis laboratory system to meet the needs of the criminal justice agencies.
2. (2) Provide state-operated laboratories in certain regions of the state where a distinct need for a significant level of laboratory services has been established.
3. (3) Provide financial assistance to certain other crime laboratories presently in existence and adequately serving the needs of specific portions of the state.
