Fla. Stat. § 939.10
The board of county commissioners, before approving any bill against the state or county, shall ascertain that no constructive mileage, or charge for anything but actual miles necessarily traveled by the nearest route, or actual and necessary services, or actual and necessary expenses which may be chargeable against the state or county, is contained therein.
