The Treasurer shall turn over to the Comptroller, through the data service center, all warrants drawn by the Comptroller and paid by the Treasurer. Said warrants shall be turned over as soon as the Treasurer shall have recorded such warrants and charged the same against the accounts upon which such warrants are drawn.
