The Treasurer shall make a report in detail to the Governor as soon after the 1st day of July of each year as it is practicable to prepare same of the transactions of his or her office for the preceding fiscal year, embracing a statement of the receipts and payments on account of each of the several funds of which he or she has the care and custody.
