Each insurer and each motor vehicle service agreement company shall file with the department the rates, rating schedules, or rating manuals used, including all modifications of rates and premiums, to be paid by the service agreement holder. Every filing shall state the proposed effective date thereon. The filing shall be made not less than 30 days before its effective date.
