1. (1) No mutual insurance holding company shall be formed unless its articles of incorporation are approved by the department prior to filing the same with and approval by the Department of State as provided by law.
2. (2) The department shall promptly examine the articles of incorporation; and, if it finds that the articles of incorporation comply with law, the department shall endorse its approval upon each of the originals, place one on file in its office, and return the remaining sets to the incorporators. The incorporators shall promptly file such endorsed articles of incorporation with the Department of State. The articles of incorporation shall be effective when filed with and approved by the Department of State.
