Fla. Stat. § 553.83
Any code enforcing agency may seek injunctive relief from any court of competent jurisdiction to enjoin the offering for sale, delivery, use, occupancy, erection, alteration, or installation of any building covered by this part, upon an affidavit of the code enforcing agency specifying the manner in which the building does not conform to the requirements of the portion of the State Minimum Building Codes adopted in that jurisdiction. Noncompliance with a building code promulgated under this part shall be considered prima facie evidence of irreparable damage in any cause of action brought under authority of this part.
