The division is authorized to lease or build a racing laboratory at a horse racetrack permittee's facility, which facility is deemed to be the most accessible to all horse racetrack permitholders. The purpose of such facility is to ensure the prompt testing of urine samples or blood samples, or both, as may be determined by the division to be the most feasible in enforcing the provisions of s. 550.2415.
