The department shall adopt and enforce rules necessary to the administration of its authority under this part. Said rules shall be such as are reasonably necessary for the protection of the health, welfare, and safety of the public and persons manufacturing, distributing, dealing, and possessing ether and shall be in substantial conformity with generally accepted standards of safety concerning such subject matter. The department may adopt rules regarding recordkeeping for methyl ethyl ketone (MEK) or butyl acetate as needed. These products and records are open to inspection in the same manner as are ether products and records.
