Duly authorized agents and employees of the department shall have the power to inspect in a lawful manner at all reasonable hours any establishment in the state in which lenses, spectacles, eyeglasses, contact lenses, and any other optical devices are prepared and dispensed, for the purposes of:

1. (1) Determining if any provision of this part, or any rule promulgated under its authority, is being violated;
2. (2) Securing samples or specimens of any lenses, spectacles, eyeglasses, contact lenses, or other optical devices, after paying or offering to pay for such sample or specimen; or
3. (3) Securing such other evidence as may be needed for prosecution under this part.
