1. (1) No judicial or administrative proceeding pending on October 1, 1985, shall be abated as a result of the repeal and reenactment of chapter 474.
2. (2) All licenses or permits valid on the effective date of this act shall remain in full force and effect. Henceforth, all licenses or permits shall be applied for and renewed in accordance with this act.
