The Occupational Access and Opportunity Commission shall assure that the designated administrative entity and providers of direct service maintain an internal system of quality assurance, have proven functional systems, and are subject to a due-diligence inquiry for their fitness to undertake service responsibilities regardless of whether a contract for services is competitively or noncompetitively procured.
