1. (1) An individual shall be accepted as eligible for the brain and spinal cord injury program following certification by the division that the individual:

   1. (a) Has been referred to the central registry pursuant to s. 413.48.
   2. (b) Is a legal resident of this state at the time of application for services.
   3. (c) Has suffered a traumatic injury as defined in s. 413.20.
   4. (d) Is medically stable as defined by rules of the division.
   5. (e) Is reasonably expected to achieve reintegration into the community through rehabilitative services.
2. (2) In the event the division is unable to provide services to all eligible individuals, the division may establish an order of selection.
