All moneys collected in fees, costs, attorney fees, interest payments, or other funds received by the department which are unidentifiable as to the specific child support account against which they should be credited shall be held in a special fund. Such moneys, if still unidentified 90 days after receipt, shall revert to general revenue funds unallocated.
