There is created in the State Treasury the Mental Health Facility Licensing Trust Fund. All moneys collected by the department pursuant to this chapter shall be deposited in the trust fund. Moneys in the trust fund shall be appropriated to the department for the purpose of covering the cost of regulation of facilities licensed under this chapter and any other purpose related to enforcement of this chapter.
