1. (1) The department shall adopt rules to carry out the provisions of ¹ss. 393.001-393.501.
2. (2) Such rules shall address the number of facilities on a single parcel or adjacent parcels of land, and in addition, for ICF/MR, the rate and location of facility development and level of care.

3. (3) Existing policies and procedures which affect clients or applicants, and their families, must be adopted by January 1, 1992.
