(1) The purpose of the extended employment program is:
- (a) To provide extended employment in rehabilitation workshop facilities for developmentally disabled persons who are over 16 years of age and are, as a result of their disability, unable to enter the competitive labor market.
- (b) To encourage the development, improvement, and expansion of rehabilitation workshop facilities for developmentally disabled persons.
- (2) The department shall promulgate rules to implement the extended employment program pursuant to the purpose described in subsection (1).
