1. (1) The department shall conduct a primary and preventive health care program as part of fulfilling its public health mission. This program shall include, but is not limited to:

   1. (a) Acute and episodic care in accordance with chapter 154.
   2. (b) Prenatal and postpartum care in accordance with chapters 154 and 383.
   3. (c) Child health services in accordance with chapters 154 and 383.
   4. (d) School health services in accordance with chapter 232.
   5. (e) Dental health services in accordance with chapter 154 and this chapter.
   6. (f) Nutrition services in accordance with chapter 154.
   7. (g) Chronic diseases prevention in accordance with chapter 385.
   8. (h) Family planning services in accordance with this chapter.
   9. (i) Childhood immunizations.
   10. (j) Health education and promotion.
   11. (k) Regulation of the practice of midwifery.
2. (2) The department may adopt, repeal, and amend rules related to the services discussed in this section.
