Every producer of oil or gas in the state shall submit to the division, on forms prescribed by the division, a monthly report of the actual production from each and every oil and gas well operated by him or her. Said producer shall submit a duplicate copy of said report at the same time to the Department of Banking and Finance; and said reports shall be submitted through the medium of the United States mails, and it shall be unlawful for the same to be transmitted or received in any other way.
