All county officials, boards of county commissioners, school boards, city councils, city commissioners, and all other public officers of state boards and commissions charged with the letting of contracts or the making of purchases shall, in the purchase of sponges, always specify sponges grown, cultivated or otherwise produced in Florida, whenever such sponges are available and price, fitness and quality are equal.
