It is the express intention of this chapter that any pledge by the department of rates, fees, revenues, Duval County gasoline tax funds or other funds, as rentals, to the authority or any covenants or agreements relative thereto may be enforceable in any court of competent jurisdiction against the authority or directly against the department by any holder of bonds issued by the authority.
