The existing facilities that constitute the Tampa-Hillsborough County Expressway System are hereby approved to be refinanced by the issuance of revenue bonds by the Division of Bond Finance of the State Board of Administration pursuant to s. 11(e), Art. VII of the State Constitution. In addition, the following projects of the Tampa-Hillsborough County Expressway Authority are approved to be financed or refinanced by the issuance of revenue bonds pursuant to s. 11(e), Art. VII of the State Constitution:

1. (1) Brandon area feeder roads;
2. (2) Capital improvements to the expressway system, including safety and operational improvements and toll collection equipment; and
3. (3) Lee Roy Selmon Crosstown Expressway System widening.
