The franchise shall grant to the franchisee the exclusive right to plan and establish a high-speed rail transportation system and, upon the grant of certification, to construct, operate, and maintain the system or a segment thereof within the service area and between the termini specified in the certification. No other permit, license, approval, or precondition, except as provided for in the franchise or certification, is required.
