1. (1) The department shall prepare a request for proposals to obtain the information necessary for the department to select a franchisee and to award a franchise. The citizens' planning and environmental advisory committee created by s. 341.344 shall evaluate the proposed request for proposals about the content and format and make recommendations.
2. (2) Before issuing the request for proposals, the department shall hold four or more public meetings for the purpose of receiving comments, criticisms, or suggestions.
