1. (1) The department may adopt rules, other than rules pertaining to vessel registration or titling, which are necessary for carrying out the administrative powers and duties conferred on the department by this chapter.
2. (2) The Department of Highway Safety and Motor Vehicles may adopt rules pertaining to vessel registration and titling necessary for carrying out the administrative duties, obligations, and powers conferred on that department by this chapter and chapter 328.
