The inspection of a motor vehicle and the issuance of an inspection certificate does not constitute a warranty of the mechanical condition of the motor vehicle. An inspector or inspection station which inspects a motor vehicle and issues an inspection certificate shall not be held liable for damages for any defect, failure, or improper functioning of any item of equipment on such motor vehicle.
