No person shall be received or retained in the home who is mentally ill, habitually inebriated, or addicted to the use of drugs. It is the legislative intent that a member of the home who is discharged therefrom, or voluntarily leaves the home, because such member exhibits mental illness, inebriation, or drug addiction shall be referred to appropriate federal, state, or county agencies by the home for treatment.
