The Board of County Commissioners of Escambia County and the City of Pensacola are hereby authorized to appropriate annually from such funds as may be available, and the board is hereby authorized to accept contributions from the United States or any agency thereof, individuals, organizations, societies or groups in the furtherance of the purposes of the board.
