For the 1973-1974 fiscal year and each year thereafter, the procedure for determining the monthly dollar distribution to each district prior to the first membership survey shall be based on one-twelfth of the amount the department may reasonably expect the district to receive during that fiscal year. Such payments are to be advances and shall not affect the district's entitlement for the fiscal year.
