The Commissioner of Education is authorized to promote academic out-of-school learning activities and to provide recognition of significant accomplishments for such learning through soliciting the cooperation of schools and civic and other community organizations which may act as volunteer sponsors of such activities. The focus of such activities shall be academic areas, with an emphasis on mathematics and science and their applications.
