The Department of Education shall develop a model rule that will allow an entity adopting it to deny participation in sports or other extracurricular activities to any person who has been determined by a court to be delinquent in paying a child support obligation. The model rule may be adopted by any district school board for all schools under its jurisdiction, any community college district board of trustees, or any institution in the State University System.
