For the purpose of appropriation of moneys in the State Treasury, the following words shall have the meaning indicated:

1. (1) "Shall be paid a salary of $_____" (or words of similar import) means the fixing of the annual rate of cash compensation to be paid to the individual filling the specified position from moneys appropriated for that purpose and shall not be construed as an appropriation or as a continuing appropriation.
2. (2) "Shall be reimbursed for expenses" (or words of similar import) means that such expenses are to be paid from moneys appropriated for that purpose and shall not be construed as an appropriation or as a continuing appropriation.
