The clerk of the circuit court shall issue a certificate under the seal of the court, and keep a stub copy of the same, to each witness appearing on the part of the state, stating therein the name of the case and the amount of compensation to which he or she is entitled, where the same is a claim against the county out of the fine and forfeiture fund.
