Inspection of cemeteries will be performed by the Department as often as necessary but not less than once per year. Such inspections shall involve the following:

1. (1) Maintenance of the grounds and mausoleums;
2. (2) Verification of licenses and notices;
3. (3) Safekeeping of records;
4. (4) Progress of construction when preconstruction sales have been made;
5. (5) Availability of price disclosure lists;
6. (6) Confirmation of preneed merchandise and service contracts.
