In the event of a tie, the Corporation shall give preference in the award process to the Response certifying a drug-free workplace has been implemented in accordance with Section 287.087, F.S. If a tie continues to exist, Florida Housing shall give preference to minority business enterprises as defined in Section 288.703, F.S.
