(1) General Bonus Incentive Provisions.
(c) There are two (2) comparison periods; One for all Scratch-Off game sales and one for PICK sales.
1.PICK Daily Games: November 1 – 30, 2025 (hereafter “2025”) to be compared to November 2 – December 1, 2024 (hereafter “2024”).
2. All Scratch-Off Games: December 1, 2025 – January 11, 2026 (hereafter “2025”) to be compared to December 2, 2024 – January 12, 2025 (hereafter “2024”).
(d) Retailer Eligibility Requirements.
1. This Incentive is open to Florida Lottery Retailers that have been actively and continuously contracted, with no contractual breaches, from November 2, 2024 through and including January 11, 2026. Retailers must have draw game sales on or before November 2, 2024 and must also be active and selling tickets for the full duration of both the 2024 and 2025 periods.
2. Temporary suspensions (for other than contractual breaches) do not disqualify a Retailer location as long it has recorded sales for the 2024 and 2025 periods.
3. Ticket sales through vending machines will be counted/included. However, Retailers who sell tickets only through vending machines are excluded from participating in this Incentive.
4. If a Retailer has more than one (1) location, each location will be considered independently. Each location must meet the eligibility and qualification requirements set forth in this rule. Retailers having a change in ownership between the 2024 periods and the 2025 periods are not eligible.
(2) Scratch-Off Game Provisions.
(c) Retailer Qualification Requirements. In addition to eligibility requirements, Retailers must satisfy the qualifications set forth herein.
1. Scratch-Off Games Launching December 8, 2025. All four (4) Scratch-Off games launching on December 8, 2025 (Game Number 1615, Happy New Year 2026; Game Number 1616, LoteriaTM, Game Number 1617, Bonus Box Bingo; and Game Number 1618, Diamond Doubler Cashword) ticket books must be activated between 6:00 a.m. and 11:59 p.m. (ET) on December 8, 2025. (Sales for Games 1615, 1616, 1617, and 1618 begin December 8, 2025.) A minimum of one (1) book must be activated for each of the four games. If a Retailer satisfies all other requirements set forth in this Rule and does not activate all four of the games’ ticket books as described herein, the Retailer is not eligible to receive a Bonus award.
2. Minimum Sales. A Retailer must have: A minimum of $300 in total Scratch-Off sales for the 2024 period; a minimum of $600 in total Scratch-Off sales for the 2025 period; and based on their assigned Tier, the minimum sales percentage increase for the 2025 period over the 2024 period, as set forth in the table in subparagraph (2)(c)4., below. (A Retailer must have the minimum Scratch-Off sales for both the 2024 and 2025 periods to qualify for a Bonus award, irrespective of the percentage increase over the 2024 period.)
3. Based on all Scratch-Off 2024 period sales, Retailers will be placed into one of four Tiers (Tiers 1 – 4) (reference the table in subparagraph (2)(c)4., below). The 2024 period Scratch-Off sales will be compared to the 2025 period Scratch-Off sales.
4. Tiers, Total Scratch-Off Ticket Sales for the 2024 period , and Minimum Sales Percentage Increase for the 2025 Period over the 2024 Period are set forth in the table below:

*By Tier, the top number of performing Retailers will be awarded a $1,000 bonus; the next grouping of top performing Retailers will be awarded a $500 bonus. For example, for Tier 1 Retailers, the thirty-two (32) best performing Retailers will receive $1,000; the next twenty-five (25) best performing Retailers will receive $500. Percentages will be calculated to two (2) decimal points. In the event of a tie, an Incentive bonus will be awarded based on the highest percentage increase of total PICK sales during the entire Incentive Period (November 1, 2025 through and including January 11, 2026). If a second tie-breaker is required, an Incentive bonus will be awarded based on the highest percentage increase of total Lottery sales (all draw game and all Scratch-Offs) during the entire Incentive Period (November 1, 2025 through and including January 11, 2026).
6. Scratch-Off sales will be measured based on book settlement. The Lottery reserves the right to review book settlement and return practices to ensure validity of final results.

(b) Bonus Award Payments.
1. Scratch-Off earnings will be paid to Retailers via check. For any check that has been uncashed within 90 days of issuance, and if the Retailer is in arrearage to the Florida Lottery, the funds issued for the Incentive payment shall be applied to the balance owed.
2. PICK earnings will be paid to Retailers via an adjustment to their Weekly Settlement Report at the end of the Incentive Period.
(e) If there is a conflict with a provision set forth in this Rule and any promotional materials, including, but not limited to, point of sale, television, radio, and print advertising, and other promotional media/materials, the terms of this Rule shall prevail.
