Grounds for a determination of a lack of “trustworthiness” pursuant to Section 527.02, F.S., as evidenced by an applicant or licensee shall be:

1. (1) Conviction of or pleading nolo contendere to a felony involving moral turpitude; or
2. (2) An established and repeated history of intentional non-compliance with applicable safety standards as set forth in Chapter 527, F.S., or duly adopted rules and regulations of the Department of Agriculture and Consumer Services.
