For the purposes of Rule 42-2.021, F.A.C., the following terms shall have the following meanings:

1. (1) “Commission” shall mean the Governor and Cabinet sitting as the Florida Land and Water Adjudicatory Commission.
2. (2) “Department” means the Department of Agriculture and Consumer Services.
3. (3) “Land management agency” means the agency charged with managing publicly owned lands.
4. (4) “Local arthropod control agency” means the county, city, or district charged with arthropod control over publicly owned lands.
5. (5) “Rendered” or “rendition” means the act of the Department in transmitting by certified U.S. mail a recommended public lands control plan to the land management agency and the local arthropod control agency.
6. (6) “Secretary” shall mean the Secretary of the Florida Land and Water Adjudicatory Commission, who is also the Clerk of the Commission.
