Each water user may be classified by one or more of the following methods of withdrawal classes:

1. (1) Surface Waters:

   1. (a) Pump,
   2. (b) Gravity Flow;

2. (2) Ground Waters:

   1. (a) Artesian Well,
   2. (b) Pumped Well.
