Each water user may be classified according to one or more of the following sources of water:

1. (1) Groundwater sources.

   1. (a) Water table aquifers;
   2. (b) Confined and semi-confined aquifers.

2. (2) Surface water sources.

   1. (a) Streams or other watercourses;
   2. (b) Lakes or other impoundments.
