Each water user shall be identified by one or more of the following method of withdrawal classes:

1. (1) Surface waters:

   1. (a) Pump;
   2. (b) Gravity flow.

2. (2) Ground waters:

   1. (a) Artesian well;
   2. (b) Pumped well.
