1. (1) If two or more of the named parties submit a request for advisory decision-making to the SFRPC, the SFRPC shall assist the parties to select and retain an appropriate neutral or the parties may request that the SFRPC make the selection.
2. (2) All disputes shall be handled by a neutral who understands Florida growth management issues, has appropriate experience, and is acceptable to the parties.
3. (3) The parties shall submit an advisory decision-making report in accordance with subsection 29J-3.015(4), F.A.C., of this process at the conclusion.
