1. (1) Any operator who receives gas directly from a transmission supplier and distributes gas in any system that serves more than 25 customers must odorize all gas transported. As a minimum, the odorant when tested must be at a concentration readily detectable at a gas and air mixture of one-fifth of the lower explosive limit.
2. (2) At least twelve times per calendar year, at intervals not exceeding forty-five days, each operator shall sample gas distributed at places downstream of all injection points to assure the presence of odorant in a concentration that is in accordance with this rule. This testing of samples must be conducted using equipment manufactured specifically for odorant testing.
