1. (a) There is hereby established an Oyster Recovery Fund which shall be funded from the following sources:

   1. (1) Fee received by the Department for oyster harvesting licenses;
   2. (2) Revenue received by the Department for oyster harvest fees; and
   3. (3) Fees received for leasing shellfish grounds in Delaware Bay.

2. (b) Oyster Recovery Funds shall be used by the Department for the following:

   1. (1) To purchase shells to be placed on natural oyster beds;
   2. (2) To purchase oysters to be placed on natural oyster beds;
   3. (3) To conduct research on oysters; and
   4. (4) To transfer oysters from one natural bed to another.
