1. (a) Whoever violates this subchapter, or any rule or regulation promulgated hereunder, shall, unless otherwise provided in this subchapter, be fined not less than $50 nor more than $100 for the first offense, and not less than $100 nor more than $200 for any subsequent offense, or, in default of fine, shall be imprisoned not less than 10 nor more than 30 days, besides the costs of prosecution.
2. (b) Justices of the peace shall have jurisdiction of offenses under this section.
3. (c) There shall be a right of appeal to the Court of Common Pleas from convictions under this section as in like cases before a justice of the peace.
4. (d) The fines collected under this section shall be paid forthwith to the State Treasurer and deposited in the General Fund.
