1. (a) County governments may develop and establish impact fees for services for which the county will bear increased costs of development. These areas may include but are not limited to:

   1. (1) Water and sewer construction;
   2. (2) Libraries;
   3. (3) Fire-house construction; and
   4. (4) Emergency services.
