A security alarm system user in violation of § 1227 of this title shall be subject to a civil penalty as follows:

1. (1) Fourth false alarm: $50 civil penalty;
2. (2) Fifth false alarm: $75 civil penalty;
3. (3) Sixth false alarm: $100 civil penalty;
4. (4) Seventh and any false alarm thereafter within a calendar year: $250 civil penalty for each offense.
